อันเนื่องจากเราใกล้จะเข้าสู่สังคมรวมแบบค้าขายไปในความเห็นเดียวกัน และพยายามลดปัญหาการกีดกันทางการค้าเฉพาะในภูมิภาคให้ลดลง บางประเทศผู้นำประเทศต้องวิทยายุทธ์สูงส่งเป็นนักกฏหมายนักรัฐศาสตร์มืออาชีพเกิดมาเพื่อการเมือง บางประเทศเลือกผู้นำประเทศเลือกเอาคนค้าขายเก่งรวยที่สุดในประเทศ บางประเทศผู้นำก็โดนเรื่องคอรัปชั่น อาชญากรสงครามวุ่นวาย บ้างขนาดบางประเทศต้องเอาทายาทของผู้นำที่ตายมาแล้วมาสืบทอด ไม่ต่างกับระบบการสืบอำนาจสมัยโบราณ แม้ว่าปัจจุบันทำท่าแบบประชาธิปไตย บ้าง สังคมนิยมบ้าง คอมมิวนิสต์แบบลูกครึ่งทุนนิยมบ้าง ต่างๆนานาๆสารพัน แต่เมื่อคนในประเทศและคุณสมบัติของประชาชนในประเทศ รวมไปถึงผู้มีประโยชน์ส่วนได้เสียของรายได้หลักของประเทศคือใคร สิ่งนั้นชี้นำการเลือกตั้งที่อ้างว่าเลือกโดยใช้วิถีประชาธิปไตย และใครที่เป็นเป็นผู้บริหารประเทศเป็นผู้ตัดสินใจจะนำพาภาครัฐไป ในวิถีทางของโลก จะเอากฏหมายในรัฐสภานำ เหล่านักลงทุนตลาดทุน หรือจะเอานักธุรกิจนำเพื่ออดไม่ได้ที่จะแสวงประโยชน์ทางธุรกิจไปด้วยการผูกขาดสัมปทานให้พวกพ้อง เนื่องจากวิถีของนักธุรกิจและนักวิชาชีพที่ต้องทำมาเลี้ยงชีพด้วยตนเองจึงจะรอด มีทรัพย์สินทางปัญญาเป็นวิเศษกับความสามารถเฉพาะทางของตนเองจนสามารถเปิดกิจการเลี้ยงปากท้องกระทั่งลูกหลานได้สืบทอดบ้างหรือไปสอบเอาใบวิชาชีพมาทำมาหากินกันไปชั่วชีวิต ต่างกับแรงงานมีฝีมือวิทยายุทธ์สูงที่ขาดแคลนอย่างหนักเพราะคนที่เก่งแต่งานฝีมืองานปฎิบัติการก็มาก ให้ฝึกเป็นนักวิชาชีพนักวิชาการไม่ไหว แต่คนพวกนี้ต้องได้ค่าแรงสวัสดิการเท่ากับนักวิชาชีพเหมือนกัน เป็นกฏความเท่าเทียมของนักสิทธิมนุษยชนเพราะคนเราต้องเกิดมาเท่ากัน เพียงแต่ถนัดต่างกัน พวกพรรคแรงงานหรือสหภาพเขาก็ชอบแบบนี้ ดังนั้นเขาจึงต้องมีรายได้สวัสดิการเท่าเทียม กับคนทุกระดับที่ทำท่าจะมีค่าแรงสวัสดิการสูงกว่า ส่วนรัฐจะสามารถต่อรองเอาประโยชน์ส่วนแบ่งกลับมาบำรุงคนมีน้อยกว่าและบำรุงประเทศในวิถีทางต่างๆ ต้องแล้วแต่ความสามารถของรัฐบาล พอค้าขายกับต่างชาติ ต้องมีความร่วมมือกันสารพัด เวลาซื้อของกันของสินค้าหรือบริการยังไม่ส่งมา ต้องมีเครดิตมาการันตีไว้ ไม่ใช่เอาแต่สินเชื่อส่วนบุคคลตะพึดตะพือ พอคนไม่สามารถบริหารจัดการได้ ขาดอายุความสองปีห้าปีกลายเป็นหนี้สูญ สำนักเครดิตหรือกระบวนยุติธรรมก็ไม่รับเรื่องมาว่ากล่าวแล้ว นายเงินไม่มีแล้ว ได้กำไรคุ้มแล้ว ขายหนี้สูญให้บริษัทซื้อหนี้ไปทำมาหากินทั้งสุจริตและไม่สุจริตอาศัยส่วนแบ่งกำไรที่ตนเองไม่ได้เป็นนายทุนลงทุนเลย นับว่าใครซื้อหุ้นที่มีธุรกิจประเภทนี้แฝงมาด้วยก็ขอให้มันฉิบหาย และอย่าได้มีความเจริญ
ส่วนธุรกรรมที่จำเป็นต้องอาศัยความสัมพันธ์ระหว่างประเทศ เขาก็ทำเครดิตระบบราชการบริหารโดยองค์กรภาครัฐกับธนาคารหรือสถาบันทางการเงิน ไม่ใช่ว่า สับสนวุ่นวายไปหมด เสี่ยงต่อการคอรัปชั่นยักยอกเงินภาครัฐ สิ่งที่เป็นสวัสดิการให้เป็นเงินสดแบบเหมาก็ไม่ได้ ระบบประกันสุขภาพและวินาสภัยเขายังทำได้ ประหยัดสวัสดิการภาครัฐได้อีก บางทีความร่วมมือระหว่างประเทศ อาศัยบัตรเครดิตภาคราชการ ข้าราชการระดับล่างสุดแต่การศึกษาสูงประสบการณ์สูงยังต้องรับผิดชอบหมดทุกรายการของข้าราชการระดับบน ใช้เป็นเครดิตกับสถาบันการเงินกัยหน่วยการเงินภาครัฐสะดวกไม่ยุ่งยากงานเอกสาร ด้านการคลัง การยืมเงิน การแลกเปลี่ยนเงินตราต่างประเทศ ไม่ต้องถือเงินสดเงินยืม ไม่ต้องควักกระเป๋าสำรองจ่าย ไม่ต้องมารอดุลยพินิจการตัดสินใจหลายซับหลายซ้อนหลายระดับหลายความสำคัญ มีกฏหมายรองรับกฏระเบียบชัดเจนในการสำรองจ่ายโดยเครดิตภาครัฐที่ทำสัญญากับธนาคารไป จ่ายค่าะรรมเนียมที่เป็นธรรมให้บริษัทการเงินไปยังดีกว่าปัญหาคอรัปชั่นติดสินบนในระดับเจ้าหน้าที่ บางคนควักกระเป๋าหากู้ส่วนตัวมาให้ลูกน้องหรือลามปามไปถึงคนในสังกัด บริวาร ทั้งที่เป็นหน้าที่ของส่วนท้องถิ่นต้องดูแล บางอย่างเป็นเรื่องของเจ้าภาพที่เชิญมา ไม่ใช่เรื่องที่จะต้องไปสำรองจ่ายหรือกู้เขาไปจ่าย เรียกว่าถ้าเจ้าภาพไม่มีเลตเตอร์ออฟเครดิตให้แก่ทางสถาบันการเงินที่ควรหากินระหว่างประเทศได้แล้ว นักการเงินให้ธนาคารต่างประเทศมาซื้อกิจการไปจนหมด แทบไม่มีสถาบันการเงินเป็นของตนเอง ต้องทนแบกดอกเบี้ยค่าธรรมเนียมแพงๆ ไปกันใหญ่
กลายเป็นว่าไอ้งานแบบที่ความไม่พร้อมมาอยู่ที่ตัวบุคคล บ้าแท้ ความไม่พร้อใอยู่ที่องค์กรต่างหาก คนที่ไม่อยากรับผิดชอบเรื่องบัญชีการเงินแต่มีความสามารถด้านนโยบาย วางแผน หรือนักกฏหมาย นักการต่างประเทศ นักการทูต สามารถด้านนี้แต่ต้องมารับผิดชอบค่าใช้จ่ายเอง วุ่นวาย ขอย้ายไปหรือลาออกไปทำอย่างอื่นดีกว่า เช่นไปเป็นเกษตรกร หรือทำอาชีพที่ตรวจสอบคนหรือภาครัฐให้มันรู้ไปเฉยๆแต่แก้ไขลำบาก เพราะต้องฝึกกันทั้งระบบ ฝึกคนยาก ต้องเกิดใหม่หรือเปล่าไม่รู้
การลงทุนในบางประเทสก้ออกกฏหมายมาสนับสนุนนักลงทุนรายย่อยให้ได้ลืมตาอ้าปากบ้าง ไม่ใช่ว่า อย่าหวังเลยจะให้เลตเตอรออฝเครดิต ไปกู้นอกระบบโน้น หรือไม่ก็ค้ำประกันกันไปมา ทรัพย์สินทางปัญญาหรืออาชีพค้ำประกันไม่ได้ ไม่เหมือนบางประเทศกฏหมายคุ้มครองสิทธิส่วนบุคคลมีอำนาจล้น คนคือคน ไม่ใช่รัฐสั่งให้ทำอะไรก็ได้ ใครแลาดล้ำเลิศให้ออกไปขายภูมิปัญญาวิชาชีพในประเทศที่กฏหมายคุ้มครอง อย่ามาอาศัยในประเทศนี้ อะไรแบบนี้ พอคนที่มีภูมิปัญญาด้านวิทยาการเทคโนโลยีสูงออกไป หมด ต้องซื้อเทคโนโลยีเข้าประเทศ พัฒนาคนไม่ได้ คนที่สามารถไปเป็นลูกจ้างในประเทศที่สนับสนุนการลงทุนรายย่อย ไม่ใช่พวกนายเงินรวมหัวกันสร้างเงื่อนไขหนี้บุคคลหนี้สาธารณะกลายเป็นต้องกู้นอกระบบมาทำมาหากินเสียดอกเบี้ยแพง บางคนเงินจะพัฒนาตัวเองยังไม่มีเงินภาครัฐช่วยเลย ต้องหากันเอาตามเงินที่ไม่สามารถจัดสรรจ่ายให้ได้โดยตรงตามวัตถุประสงคืแต่ต้น พวกงานอบรมสัมมนาแบบฟรีและแบบมีค่าใช้จ่ายก็มากได้ฝึกปฎิบัติจึงจะทำได้จริง ไม่ใช่บ้าแล้วบางวิชาไม่สามารถฝึกได้โดยกระบวนการอีเลินนิ่งก็ยังจะตะบึงกันอยู่ ไม่ลงทุนในบุคคลากรเลย จะเข้าประชาคมที่ต้องใช้เงินสกุลเดียวกัน ฝึกภาาาเดียวกันยังไม่ได้อบรมทั่วถึงเลย อาศัยล่ามอย่างเดียวไม่ได้แล้ว ต้องมีภาษากลางที่ไม่ใช่จะเอาแต่ภาษาของอดีตประเทศอาณานิคมเท่านั้น ต้องภาาาท้องถิ่นในประชาคมใช้แลกเปลี่ยนกัน เครือ่งแปลภาาาในการประชุมขนาดใหญ่มีแปลเป็นภาาาไทยในเวทีใหย่บ้างคงดีกับนักบริหารหรือบุคคลากรที่พัมนาไม่ทันหรือไม่เอาแล้วแก่เกินไปหรือไม่มีทุนให้เรียนฟรีไม่เอาเด้ดขาด ไปกันใหญ่

The Greens are calling for a a 22 cent tax on plastic bags – a move that the European Union Commission has thought about but not implemented, the Bild newspaper reported on Saturday.
A tax of 22 cents per plastic bag could finance research into biologically degradable material,” Dorothea Steiner, the environment policy speaker of the Greens in the Bundestag or parliament, told the newspaper.
The party made a similar effort two years ago but was unsuccessful. There has, however, been more attention to plastic bags' detrimental effect on the environment since then.
“We could set an example for the rest of Europe with this,” said Rebecca Harms, the Green Party faction chief in the EU Parliament. She told the paper that thousands of one-way plastic bags end up in the oceans and increasingly pose a threat to marine life.
